The magnetically sealed door in the bottom wall at the right end of the hall is impossible to unlock, so you have no choice but to go through the door in the top wall: the ramp to the left leads down to another landing with a door to your right in the top wall. You can go through the door on the opposite side of the landing beyond and keep going until eventually reaching the Serroco Thugs, or go down the ramp to the right to the door to the refugee commons.
You enter an open area filled with cargo crates in which refugees sleep: you can open the cargo doors to these crates, but there are no containers or people inside. There are alleys between these crates running down both sides, and a junction with a middle alley at the top of the left alley. Refugees and veterans wander the area:

The Serroco Thugs can only be convinced to be less oppressive after speaking to Hussef and activating the Refugee Woes quest, then telling the Serroco leader you don't like how he has been bullying the refugees, and successfully intimidating him or persuading him with skill or the Force to stop harassing them.
The Exchange can only be convinced to put less pressure on the refugees if Geriel is still alive after you've spoken to him, allowing you to explain to the overseer Saquesh in Exchange Headquarters that one of the refugees has a terrible disease, and persuade him that if he doesn't relax his hold on the refugees, this disease will spread (receiving 250 XP for explaining to Saquesh about the diseased Geriel, or 1000 XP if you've already cured him (500 XP) and thus leveraged his illness, and gaining the favor and the attention of the Exchange).
Saquesh and the Exchange become hostile, but surprisingly trying to intimidate him has no effect on the Exchange's favor or attention. Intimidation isn't an option if you've already convinced Saquesh to put less pressure on the refugees, but he can still be killed if you haven't completed the Sold to the Hutts quest.
However, if you have spoken to Hussef about refugee woes and the thugs aren't hostile, then you can talk with their leader about the Exchange... although he cannot be persuaded to attack, and every option leads to hostility:
You lose the favor and gain the attention of the Exchange by persuading the Serroco to be less oppressive of the refugees, or killing their leader, but not both (although you can do both for the experience).
Saquesh and his guards won't become hostile even if you kill Exchange thugs right in front of them, but he, his guards and any remaining Exchange thugs do become hostile if you try to intimidate him to stop pressuring the refugees or let Adana go, or forget it and just kill him anyway even if you successfully persuade him:
A Human male, Hussef was the benevolent, unofficial leader of the refugees in the refugee sector on Nar Shaddaa. Following the Jedi Civil War many refugees found their way to Nar Shaddaa, and Hussef tried to look out for them by keeping them together, safe, and in high spirits.
Their troubles began to worsen when a gang of displaced veterans from Serroco moved into the skyramp and kicked the refugees out by force, and then the Exchange further boxed them into the cramped compound, imprisoning them with the threat of kidnappings and violence. Hussef believed that the Exchange was was doing this to break their spirits so they could be sold to the Hutts as slaves, despite that the Exchange was powerful enough to enslave them all through force anyways.
The refugee's problems grew progressively worse for months, until the fateful day that Meetra Surik would travel there. Her meeting with Hussef would have a profound impact on the refugee's lives, and Nar Shaddaa for years to come.
In the video game Star Wars: Knights of the Old Republic II: The Sith Lords, the player as the Jedi Exile could talk to Hussef to gather information on the Exchange and current activities. Hussef asks the player to help the refugees by dealing with the Serroco gang and Exchange Overseer Saquesh, which the player may accomplish either through diplomacy or violence. By doing so the player could advance the story by angering the Exchange.
Alternatively, the player could gain the Exchange's favor by convincing Hussef that the refugees had no choice but to willingly sell themselves into slavery for the Hutts, after having Geriel killed and Adana sold to the Hutts.
There are two rival groups here. The Sorrocos on the east side, and the Exchange on the west side. If you break into any container while in eyesight of Exchange Thugs or Serroco's gang, they will attack. In the case of the Exchange, only the immediate witnesses will attack. In Serroco's case, the entire gang will be hostile toward you. In the middle of the quad is the refugee camp where most of the quests are and where I recommend beginning.
Talk with Hussef first, and you'll learn of the refugee's ongoing problems with the Serroco Gang and the Exchange. Offer to help out and you'll get the quest to take care of either or both to greatly aid the refugees. As a Dark Side act, you can try to Persuade Hussef that they're all doomed, greatly helping the Exchange and for a chance at a very nice reward from Visquis at #11. I found that it was easiest to do this once you took out the Serroco gang and helped Visquis with Naddaa at #5 and her daughter Adana.
Dark Siders may wish to ask him if he can use your help, and he'll tell you about the 600 Naddaa owes the Exchange. If you head back to Naddaa and haven't yet released her daughter Adana, you can convince her to sell herself and daughter for (DS Points). Alternatively, if you are looking to help Adana, you can Force Persuade or Intimidate him for her release, or kill him. Killing him will also solve the refugee's Exchange problem, but will make all the remaining Gamorrean thugs hostile to you.

Swoop RacingThe DocksEntertainment PromenadeAfter landing on Nar Shaddaa inform the winged creature who hassles the group about the parking job that you work for the exchange. He will back off quickly under threats to his life and you will gain some more dark side points. Be sure to level up your new characters and equip them with new armor and weapons. As you leave the landing pad you will run into two thugs harassing a human for wandering from the refugee sector. Beat down the thugs and tell the helpless human that he owes you. He tells you that a member of the exchange has been clamping down on the refugee sector recently. Tell the loser to shut up and get lost to gain some dark side points. Influence - KreiaThere will be a man begging for money close to where the thugs were standing. Listen to Kreia's advice after dealing with them and tell her that you will take her lesson to heart. This will increase influence with her. Influence - HandmaidenIn the northeast section of Nar Shaddaa there are two more thugs shaking down a citizen. You can use force persuade to convince one of them to jump off the nearby ledge. This will gain you some dark side points. After killing the other thug the handmaiden will interject with her thoughts on helping people. You can disparage Atris, but tell the handmaiden that each person learns from their experiences to gain influence with her. Tienn Tubb's ShopTake a lap around the large square area to reveal the map screen. One of the first attractions in Nar Shaddaa is Tienn Tubb's shop in the southwest corner of the map. Tienn is blind, but his droid will approach you and ask for you to find a missing droid which has been appropriated by a junk dealer named Kodin. Kodin is located in the north west section of the map in a corner. Threaten him with harm in order to obtain the droid and take it back to Tienn. Talk to Tienn's droid to obtain a free shield upgrade. If you choose to shake down the droid for more compensation you will loose influence with T3-M4. Outdoor Merchant QuestThere are two outdoor merchants on the landing pad: Geeda and Oondar. You can play them off of each other to gain a discount at both shops. There is also a light and dark side points opportunity. Side with Oondar and kill Geeda to receive dark side points and side with Geeda to receive light side points. Behind Oondar the merchant is a door leading to a supply room. There is a deal gone bad going down behind the door so get ready for a battle against four thugs once you enter the room. Collect the items from the containers after the battle.
Swoop RacingThe swoop racing track is in the north west corner of the refugee area behind a door. You will see a man passed out on the floor. To the right of him is a Twi'lek named Borna Lys. She explains that the swoop races are rigged because there is a droid challenger who cannot lose. Negotiate with her to obtain the access codes to this droid's cage, reminding her that you both stand to benefit from its sabotage. Access the droid in the next room and reprogram it to think that it is about to crash in a swoop race. The droid will self destruct. Lie about your involvement with the explosion and suggest that the track is sold to Borna to cover the cost of the droid. Then speak to Borna to take your share of the profits. You can now enter the swoop races. If you win (the swoop race cheat helps) you can use force persuade to take all of the winnings thus gaining dark side points. The DocksIf you decide to take the dancing quest you will be transported to Vogga's Enclave on the docks. Speak to Vogga and negotiate a deal for a new fuel source for Citadel Station in return for getting rid of Goto, an Exchange member.
